-ing Authority under the Public Health and Buildings Ordi-

the duties and responsibilities of the Director

of Public Works Department are extraordinarily heavy in

this Colony and probably much more so then in the Straits

Settlements and Ceylon where a very large part of these

duties are undertaken by the Engineers to Municipalities.

In view of these circw stances I

expressed the opinion that the appointment of Director of

Public Works is not sufficiently paid. I do not, however,

propose to enter upon that subject now, and I confine my-

-self to recommending that in lieu of a personal allowance

of $1,000 with Exchange Compensation previously recommended

by me Mr. Chatham should be granted a non-pensionable

personal allowance of £150 per annum. I trust that this.

recommendation will receive your favourable consideration.
